HR 218 Retired LEO Range Qualifications
This shooting qualification is for persons needing to obtain their annual T.C.O.L.E. (formerly T.C.L.E.O.S.E.) Retired Federal or Out-of-State Officer Firearms Certificate card issued by The State of Texas. Applicants must be a qualified retired law enforcement officer, residing in Texas, who are entitled to carry a concealed firearm under Title 18 United States Code Section 926C (House Resolution 218 - Law Enforcement Officer Safety Act / Law Enforcement Officers Safety Act Improvements Act of 2010 (S. 1132, Public Law 111-272).
The LEOSA course of fire is 50 rounds on a standard B-27 target (provided) in our private indoor range. Please note the requirement for at least 2 magazines (preferably unloaded). No holster is required. (All drills start from low ready position.) Instructor has page 2 of the T.C.O.L.E. form in the link below ready for completion and signatures. Those new to the process in Texas should study up on the following links - with the understanding that LTC/CHL instructors only have control of the shooting qualification as described on page 2. Eye and ear protection are available, if needed, at no extra charge. If planning to shoot a semi-automatic pistol, no sandals, halter tops or other clothing that can readily catch hot brass. A baseball cap and long sleeve shirt (using the very top button) are recommended.

Active Shooter Defenses
As of 2017, DCSA offers an abbreviated version of DPS's new "School Safety" course (as described below). While this "Active Shooter Defenses" course will include many elements of the DPS School Safety Course, it involves approximately half the classroom hours, yet includes more (downrange) shooting drills and specialty targets. This course is geared primarily for business people, off-duty cops, church people and other LTC holders with desire to take their mindset and skill levels above and beyond the minimal requirements of the basic LTC class. This course may be conducted entirely at DCSA or, upon request, at other business or church** locations.
By DCSA policy (not DPS' rules on this one), each applicant for this 8-hour "Active Shooter Defenses" class will be required to (1) complete or have already completed DCSA's 1-hour initial Safety Orientation, (2) have completed the Texas LTC class and (3) pass a written (28 question) test.
The 5 to 6 hour classroom segment will utilize a special Power Point presentation (including handouts) and several practical exercises (at pricing below, all conducted at DCSA). For safety purposes with exercises involved, students should plan to have NO firearms - loaded or unloaded - in the classroom segments.
The shooting must be done with a caliber of at least .38/.380/9mm. The course of fire is intentionally designed to focus on shooting a handgun under various levels of duress. It includes firing 150 rounds (over and above the initial 50 rounds of the *TCOLE practical) at various speeds and distances on a variety of targets (at least 8). Students should plan to use their "concealed carry handgun", not necessarily a "range gun". While some drills will involve moving and shooting, no use of holsters will be required or allowed in this course. Due to other safety issues and special uses of the range, students' shooting sessions will be scheduled independently, with just one shooter one at a time downrange (approximately 2 hours each, often scheduled on a separate day or evening).
As of March 19, 2019, future classroom and range segments (at pricing shown below) are available privately for groups of at least 6 people. Class will be held at a time mutually convenient for students and instructor. Cost is $275 per student.
As of Sept. 20, 2022, the "range only" portion of this class will be offered as a specialty "tuneup" session for experienced shooters. The setup, execution of various drills and cleanup downrange takes approximately 2 hours. The cost per student, including targets, is $170 for the 200 round version (described below). Add $80 if the DCSA 1-hour membership orientation has not already been completed. $120 if Orientation for new member and (failed) 50-round pre-qualifier.

An "Active Shooter Defenses" course certificate will be issued to each student who completes both the classroom and shooting segments.
** DCSA Safety Policy: Students with intentions of serving on Volunteer Church Safety teams (legal per law change effective 9-1-17) will be expected to score as least 90% on both the written test and a shooting a 50-round pre-qualifier (the same as DPS requirements for School Safety Class described below) BEFORE instructor takes them downrange for more stressful exercises with another 150 rounds.
1-Hour Fundamentals of Firearm Safety
This 1-hour safety briefing is the same format during the first hour of virtually all DCSA classes involving "first timers". It covers the NRA's 10 basic gun handling safety rules, gun handling etiquette, types of ammunition malfunctions and industry terminology. The $31.88 initial Safety Orientation/Membership Fee ($30 plus 6.25% sales tax) and topics covered in this segment can often be applied as credit toward the first hour of most other DCSA classes. If taking a private class, this orientation cost is included in the hourly rate.

Hunter Education "Home Study Completion", a.k.a "Field Day"

Students and parents should understand that DCSA has little or no control over issues that may arise with the TPWD web site - or those of their outside vendors. However, a tip here in regard to the TPWD Education Registration Software: Everyone must use a unique email address. A parent or friend can create issues by registering a child using the parent or friend's e-mail address. The same email address may not be used twice. The email address is part of the security protocol and used to identify the user. TPWD may be working on allowing students to register for a class without an email address. However, they may not be able to log in and make changes to their profile. They will have to call TPWD (800-792-1112) when they get a valid email address in the future. TPWD has recently learned (the hard way) that there are a lot children who do not have an e-mail address. So, the suggestion is: if you are the parent or legal guardian, create an e-mail account for the kids and share the account with them when they become of appropriate age.

Since the implementation of the "home study" option in 1999, DCSA has conducted more "completion" classes than any other facility in the state. However, due to various changes in TPWD policies and procedures in recent years, DCSA now offers a very limited number of "field day" classes. They are geared primarily for kids and other local people. In many cases, our classes also serve as a "pressure relief valve" for parents/students in rather distant locations who are unable to find a suitable course in their area.
As of July 2023, these classes will be offered on a private basis only for groups of 6 to 12 paying students (plus up to 6 sit-in parents at no cost). To request such, contact Lonnie at dcsa1996@yahoo.com.
A Texas Hunter Education certification is required for those born after September 1, 1971 who wish to hunt in Texas. Texas Parks & Wildlife's OUTDOOR ANNUAL is the best source for who is required to have a Hunter Education Course to legally hunt on public and private land in Texas.
Beyond Texas' laws and procedures, be advised other states do have vastly different "cut off dates" regarding age exemptions. Colorado, for example, requires anyone born after 1948 to provide written proof of a course before being able to purchase a license. Further, on many FEDERAL LANDS, all hunters may be required to have certification REGARDLESS OF AGE.
While some people refer to these or similar as "Hunter Safety" classes, they are more correctly called "Hunter Education" classes as they typically include much more than just firearms safety issues.
The DCSA hunter education (also known as "field day") course includes:
STEP 1: Read this information
- The "Home Study" part of the course is done online. The "Field Day" part of the course is done on-site at DCSA (day or night, rain or shine).
- For students and a responsible parent of anyone under 18 years old, these steps should be considered "Required Reading" as a part of the internet study.
- Students and/or Parents should not get this course at DCSA confused with anything they have read about being required or provided at other locations.
- DCSA's "Part 2" portion of the course is 4.5 to 5 hours long. Most of this time is in a climate-controlled classroom and indoor range. The first 8 students to pre-register correctly on the TPWD web site should be completed after approximately 4 1/2 to 5 hours. At the instructor's discretion, any students accepted after the first 8 may be placed in a separate shooting and testing relay that will take approximately another 30 to 60 minutes.
- Any student 14 years or younger must have a parent/adult with them (at least in the parking lot) during the course. The parent/adult is encouraged to take the course with the child to receive certification, but are welcome to sit-in for free.
- Students age 15 to 17 who will attend the class without a parent/adult should print out this liability release, have a parent/adult sign it, then bring it to class.
- While students younger than 9 are welcome to take the course for fun and knowledge, they must be at least 9 on date of completion to obtain official Texas certification.
- DO NOT BRING A GUN TO CLASS! All firearms, ammunition as well as eye and ear protection are provided.
- Students are welcome to bring a sack lunch, thermos, small ice chest, soft drinks, and/or bottled water, etc. to this particular class. Eating is often practical during some short videos, but breaks are typically NOT of sufficient length to be leaving the premises.
- There is an outdoor "Hunter Skills Trail", so dress appropriately (no sandals or flip flops) for the weather.
- There is a short shooting segment with semi-auto rifles, so avoid wearing open clothing (ladies' halter tops) that may potentially catch hot .22 brass.

- A lighted "hunter skills trail" (approximately 1 hour outside: dress appropriately)

- You leave with a Temporary Hunter Education Certificate (and within a few days, be able to print out a permanent card from the TPWD web site)
STEP 3: Complete the online Home Study portion of the course
As of July 3, 2023, the Texas Parks and Wildlife website gives links to 3 home study options for the "Online + Field Course". Any of those options are acceptable as "proof of home study". The free TPWD course has been recently reinstated and is our recommendation, Use link below. Copy and paste if necessary.

The TPWD web pages and various search engine results may list several other approved Home Study courses (for which we which we accept vouchers as "proof of home study"), but they may cost money. DCSA has NO financial affiliation with any of those vendors, so paying $ to them does not negate any requirement to pay the fees stated above.
Print off your completed online quizzes/certificates/vouchers from the various online study options and bring them to class. If you aren't able to print, you can take pictures with your phone to prove you completed the Home Study portion of the course. Students 15 and older may be asked to show a current photo id.
STEP 4: Show up for class at DCSA

Again... just bring your voucher, quizzes (or other proof of online home study), dress appropriately and be on time - or up to 30 minutes early.

The DPS “Certificate of Training” LTC-100 contains two distinct sections. The “Classroom Training” and the “Proficiency Demonstration”. Both can be completed by the same certified CHL instructor - or they can be performed by separate instructors.
By law, the “Classroom Training” is now (since Sept. 1, 2013) specified to be 4 to 6 hours, while the “Proficiency Demonstration” has no such minimum or maximum time constraints. Although DPS has stated repeatedly (since 1995) in LTC instructor classes that the LTC "demonstration of proficiency" is NOT intended to teach beginners how to shoot a handgun, many (normally part-time) instructors continue to mix very inexperienced (and sometimes pure novice) shooters on the firing line with experienced shooters. Therefore, “shooting tests” in many range environments often creates anxiety for all participants, with many failures. As such, we offer the following approximately 2 ½ hour private class only (no one else in the range) option for:
1. Primarily inexperienced students who have taken their LTC classroom training elsewhere.
2. Apprehensive students who plan to take the LTC "classroom segment" at a distant location and want to have the shooting test "over with" so as to not be stressed out, embarrassed and/or endangered later.
3. Students who did not pass their shooting test on their first attempt elsewhere or did just barely “pass” the "shooting test" of a CHL course, are still “consciously incompetent” and would like to voluntarily participate again (with some coaching and practice first) in a less tense environment to improve their personal knowledge, skills and/or attitude.
4. Honest, realistic CHL instructors who want to refer some inexperienced students (with top portion of LTC-100 completed) to DCSA. Please, no referrals of students who have been dismissed for safety rule violations and/or attitude!

- +$60 option to use a DCSA .38 revolver or 9mm semi and 100 rounds of ammo
- Approx. 40 minutes in 2-position private range for coaching during 50 rounds of practice followed by a short break.
- Upon mutual agreement of “ready”, the student’s first official attempt on 50-round “demonstration of proficiency” (shooting test: which, with electric target carriers, typically takes only about 20 minutes).

This 2-hour class is geared for novice shooters to get a brief exposure to the shooting sports via four rental handguns.
1. .22 Rimfire Double Action Revolver (H&R Sportsman) with 6" barrel and 8 rounds of .22 ammo
2. .22 Rimfire Semi-Automatic Pistol (Beretta Neos) and 10 rounds of .22 ammo

Would you like to learn more about the most popular caliber "learning to shoot" rifles? Or considering purchasing one for your kids? Or possibly attending an Appleseed Rifle Clinic? This short class is designed to help accomplish some of those goals.
Following the 1 hour DCSA Safety Orientation, the next 1 hour classroom segment will give the prospective, owners information on a broad array of .22 rimfire ammunition and rifles as well as the fundamentals of marksmanship from various shooting positions. The final hour or so will include each student shooting 100 rounds of .22 Long Rifle ammo (provided) through a variety of choices of DCSA training guns.
1. Savage Model -- with 4X scope. Bolt action single shot. Short stock for short arms.
2. Smith and Wesson AR-15 with appeture sights (adjustable stock, also good for short arms)
3. Winchester Model 67 - Bolt action single shot with iron sights and 27" barrel
4. Ruger Standard 10/22 Sling, Scope. Set up for and used in DCSA Hunter Ed classes and Appleseed clinics elsewhere.
5. Ruger (heavy) Target 10/22 Sling, Scope. Set up for and used in DCSA Hunter Ed classes and Appleseed clinics elsewhere.
Or students are welcome to bring their own 22s for focus on learning to run them, with DCSA providing 100 rounds of .22 ammo.

School Safety Certification
This is a very special course that the Texas Department of Public Safety (DPS) was required to develop as a result of the Texas Legislature's passage of Senate Bill 1857 in 2013. As a result of that bill (and subsequent amendments), Texas Govt. Code Section 411.1901 now reads:
(a) The department shall establish a process to enable qualified handgun instructors certified under Section 411.1901 to obtain an additional certification in school safety. The process must include a school safety certification course that provides training in the following:
(1) the protection of students;
(2) interaction of license holders with first responders;
(3) tactics for denying an intruder entry into a classroom or school facility; and
(4) methods for increasing a license holder's accuracy with a handgun while under duress.
(b) The school safety certification course under Subsection (a) must include not less than 15 hours and not more than 20 hours of instruction.
(c) A qualified handgun instructor certified in school safety under this section may provide school safety training, including instruction in the subjects listed under Subsection (a), to employees of a school district or an open-enrollment charter school who hold a license to carry a concealed handgun issued under this sub-chapter.
(d) The department shall establish a fee in an amount that is sufficient to cover the costs of the school safety certification under this section.
(e) The department may adopt rules to administer this section.
As of March 2017, DCSA's Lonnie Ward is one of approximately three dozen LTC Instructors in the State certified to conduct this special class. It is projected to take at least 16 hours, approximately half of which can be conducted at DCSA and the other half best conducted on site at the school(s). By DPS rules, the class will be conducted with no more than 6 students per instructor. Each student applicant will be required to take both a written test and a shooting test as pre-qualifiers - with a score of at least 90% on each in order to continue. For safety purposes with exercises involved, students should plan to have NO firearms - loaded or unloaded - in the classroom segments.
The shooting pre-qualifier must be done with a caliber of at least .38/.380/9mm on the same B-27 target as is specified for LTC testing. See FAQ page here for that course of fire. Score of at least 225 out of possible 250 required to continue this class. For both the pre-qualifier and the drills, students should plan to use their "concealed carry handgun", not necessarily a "range gun".
This class must be conducted in accordance DPS' specific Power Point presentation and 5 mandatory practical exercises, including firing 120 rounds (over and above the initial 50 rounds to pre-qualify) at various speeds and distances. While some drills will involve moving and shooting, no use of holsters is permitted in this course. Due to other safety issues and special uses of the DCSA range, students' shooting sessions (Practical #5) will be scheduled independently, with just one shooter one at a time (approximately 90 to 120 minutes each).
